5th Edition of the Donli Riba Gaming Quest begins

Itanagar, Aug 12: Some 160 enthusiastic gamers are taking part at the 5th Edition of the Donli Riba Gaming Quest (DRGQ), the premier gaming tournament in the State, being held here from today.

The two day DRGQ 2014 is being played on the PlayStation platform and two parallel challenges; Pro Evolution Soccer 14 on PS 2 and FIFA 14 on PS 3. The prize money for the winner has been kept at  Rs. 30,000 and Rs. 10,000 for runner-up in PES 14 and Rs. 10,000 for FIFA 14, along with trophies.

Eding Pertin is the youngest participant at mere 8 and half years.

Organized in memory of Late Donli Riba, an avid musician and gamer and the grandson of Late Chief Minister Tomo Riba, the  tournament not only provides a platform to young people to showcase their talent in a positive pursuit, but also serves as platform  to take up awareness initiatives on tobacco and drug abuse.

At the inaugural session today, there was a presentation titled Tobacco, the Unseen Plague by Filmmaker Moji Riba. While making the presentation, he shared with the young participants negative impacts of ghutka and tobacco. He said that ghutka consumption is growing in the state as it is socially accepted.

Senior Journalist Pradip Kumar urged the young people to realize the importance of healthy living. He further said that future and what shape the state takes solely depended on the young people.

Minoti Riba, the chairperson of CCRD was also present during the inaugural session.

The popularity of video games among the youths certainly seems to be growing if one look at the rising number of participants since the start of the Gaming Quest. The inaugural year saw the participation of 64 players while this year the number have swelled to 160.

 

NTL-B and SUFC reach semi-final in ISFT

ITANAGAR, Aug 12: Naharlagun Tumi Lotmo-B beat Rumking Peri Soman Yameng by 3-2 goals in the first quarter final match of Itanagar Solung Football Tournament today at RGG Polytechnic College playground.

Saam Taggu, Tojing Binggep and Tomi Taggu scored one each goal for Tumi Lotmo-B.

While Ojing Ngukir of RPSY scored two goals in favour of his team.

In the second quarter final match, Tumi Lotmo-A lost their match to Solung United FC by 3-1.

General Modi and Taja Bonung scored two goals and one goal respectively for SUFC. While Yong Darang scored a lone goal for NaharlagunTumi Lotmo-A.

The second day quarter final match will be played between Golgí Boté vrs Kiyi Bogyi at 2 PM and Banggo UFC vrs Nuyi Yameng FC at 4PM, informed ISF Celebration Committee’s, Sports assistant Secretary Onyok Boko.

 

Construction of metallic Doimukh-Harmoti road sought

ITANAGAR, Aug 12: The Harmoty Multipurpose & Essential Services Welfare Committee has sought immediate construction of metallic road through Doimukh-Harmoti road via Harmoti-Chandmari.

In its memorandum submitted to the DCs of North Lakhimpur, Papum Pare and Capital Complex, Itanagar, it called the road an orphan although used by both the states of Assam and Arunachal Pradesh.

This road has a history behind it and is the first road connecting Arunachal Pradesh with the rest of the world and had contributed to the development of Itanagar from its early stage of shifting of Capital of the State of Arunachal Pradesh in early seventies and also during NEFA and NEFT days. This feeder road carried and served in transporting construction materials in the formative stage of Capital Complex and  is still continuing to do so at the time of need but the road has remained neglected till now by both the states.

A portion of this road was constructed during pre- independence era through which trading was carried out between the states. While this road has all the potential of becoming a heritage road but on the contrary is absolutely a neglected one and is treated, as an orphan. No maintenance work of the road is taken up yearly, if seldom, it is done is only for name’s sake and a patch works undertaken and no proper maintenance work undertaken in proper perspective in a scientific manner like metallic road, the memorandum stated.

 

Scarcity of vegetables

ITANAGAR, Aug 12: There is scarcity of vegetables in the local markets of Capital region as the vendors are refusing to bring in vegetables from Assam in protest against Capital Complex District Administration’s decision to regulate the prices.  

The DA had come up with price list which the vendors dismissed as illogical devoid of practicality.

“How can they fix the price for a month when the prices of vegetables change every day? The whole sale price for potato was Rs 22 today whereas the price fixed by DA is Rs 25 per kilo” said a vendor.

Looks like there are tough days ahead for the citizens who are solely depended on the Assam for vegetable items as there are no sign yet that vendors will budge from their present stand.

 

Librarians’ Day celebrated at Ruksin

RUKSIN, Aug 12: Like the previous year, Ruksin Sub-divisional Library authority today celebrated the National Librarians’ Day with colorful programme in presence of school children, teachers and panchayat leaders.

The programme started with lighting of lamps, which was followed by drawing competitions on ‘ecological issues’ among school children. Group dance by school students showcasing various ethos of tribal tradition was another highlight of the day-long celebration.

Addressing the gathering on the occasion, Takiram Sibo, an Anchal Samity Member of Ruksin urged the student communities to take library membership for easy access of the study materials. He also requested the teachers to inculcate reading habits among the students. Terming that teaching is a ‘noble profession’, Siboh called upon school teachers to discharge their duty with utmost dedication to mould the students as human resource.

Earlier, highlighting the importance of library institutions, the librarian of Ruksin Sub-divisional library, T Tagi suggested the young students to take benefit of the library. He said library is an indispensable part of learning for the students, writers and researchers.

Tagi also recalled various contributed by Dr S.R. Ranganathan, who dedicated his life for the establishment of libraries in the country. He informed that various books, magazines and newspapers can be obtained easily from library and reading of these can help students building up their career. Tagi is also optimistic of further development of the library in the days to come.

The Ruksin Sub-divisional Library established in 2009 is the only well-equipped library in the vast area. It is learnt that the authority is putting special attention towards Ruksin library and supplying the requirements time to time. The library presently contains about five thousand books with a number of regular published magazines and newsletters besides the leading daily newspapers.

The principal of National Foundation School, Ruksin, SD Sangma, Library Attendant T Tapak and other also spoke on the occasion.

 

AAPBSU condemns eviction drive, demands action

ITANAGAR, Aug 12: All Arunachal Pradesh Border Students’ Union (AAPBSU)  has vehemently condemned the Assam forest official for carrying out illegal eviction at Dollungmukh.

Criticizing Assam forest officials for repeatedly violating Supreme Court order to maintain status qou along inter-state boundary, AAPBSU, in a release, demanded the Arunachal Pradesh government to take up this matter with central government and solve the boundary problem with Assam once for all.

“It is illegal on the part of Assam forest officials to carry out eviction inside Arunachal Pradesh territory,” the release said, and expressed its strong resentment over they not respecting to the sentiments of the people of Arunachal Pradesh by carrying out such illegal activities in Arunachal territory.

While appealing to the Assam people to maintain status qou, it urged the apex court of the country to take serious note of such frequent illegal eviction drive thereby hurting the sentiment of people of Arunachal Pradesh.

AAPBSU also demanded the state government to deploy Arunachal Pradesh Police battalion personnel (APPBN) to guard lives and properties of people living in boundary areas as they frequently face such threat from Assam.

 

Makum Mupa enter final

ITANAGAR, Aug 12: Makum Mupa entered into the final of 9 Warriors 10th Independence Running Trophy Football Tournament defeating ACVYA 4-2 via penalty shootout in the first semifinal in a slippery KV No 2 playground near here today.

The match was decided by penalty shootout after both the teams were tied 2-2 in regulation time.

The second semifinal will be played between VVFC and Jollang FC at 3 pm, according to organizing committee.

 

Science seminar for secondary schools held

AALO, Aug 12: The science Seminar on the theme ‘Innovations in Agriculture for Sustainable Future- Prospects and Challenges” for secondary schools of West Siang District was held at Govt. NMH Secondary School Aalo yesterday.

Twelve schools from different parts of the district took part in the daylong seminar.

On the occasion, DFO Nyali Ete exhorted the students to take part in such seminar to develop the scientific temperament which is quite essential today.

Dy. Director APEDA Er. Somar Potom, DHO Henbom Dirchi and ADO Jarny Yomcha attended the seminar as judges.

Light delights school girls

KHONSA, Aug 12: The Tirap Zilla Pasishad Chairperson (ZPC) Chawang Lowang and Zilla Parishad Member (ZPM) of Khela-Lamsa Sontung Bangsia Lowang  jointly inaugurated a new electricity line with transformer at Bari-Basap village girls’ school about 28 Km from here yesterday amidst a huge gathering of PRI leaders, HoDs, students, teachers and public.

There was no light in the girls’ residential school for about 7 years. However, the ZPM of the block Sontung Bangsia Lowang took the initiative and toiled hard to make the electrification materialized. There are 100 girl students studying in the residential school and the school is upto VIII standard.

 In her inaugural address Lowang asked the villagers, the teachers and students to take proper care of the new electrical line and urged the students to study hard to equip themselves well to face the harsh realities of life. She assured the villagers and the school management that she would continue to work tirelessly for all round development of her area. She further implored all the PRI leaders and grass root level workers to actively participate in all the development activities initiated in the Khela-Lamsa block. She told to work hard to augment their source of economic income.

The ZPC Chawang Lowang while speaking on the occasion appreciated the great initiative of Sontung Bangsia Lowang  and said that the Khela-Lamsa block was doing much better than the other blocks in the district. He also appealed all to maintain the assets created with the initiative of their ZPM with utmost care.

All the chiefs, GBs PRI leaders of the area who also spoke on the occasion, appreciated their ZPM Lowang who was leaving no stone unturned to bring about a change in the lives of the ordinary people.

The DMO Dr. K. Perme and his staff conducted a health camp on the occasion for the benefit of the villagers. The people were warned about JE and other water-borne diseases and malaria by the DMO and told them to take precaution. On the same day the PHED conducted awareness on sanitation. The DFDO Narayan Pradhan in his speech said that his department was ever ready to help and support the beneficiaries adding that the fish farmers should also show keen interest to know more about the scientific ways of fish farming. APSACS celebrates Youth Day

ITANAGAR, Aug 12: Arunachal Pradesh State Aids Control Society (APSACS) celebrated International Youth Day (IYD) by sensitizing the students about emerging challenges of HIV/AIDS at KV No 1, Naharlagun today.

Addressing the students on the occasion, APSACS Deputy Director (IEC) Tashor Pali, said that IYD is an occasion to mobilize youths as agents of change for a better future. Explaining the emerging challenges of HIV/AIDS, he explained the factors why youths are more vulnerable to HIV. He said that the youths can play a vital role in generating public awareness about HIV/AIDS in the society. The modes of HIV transmission and how it can be prevented were also explained to the participants by Dr. Pali.

An open quiz competition related to HIV/AIDS, general health and general knowledge was conducted among the participants to mark the occasion. Book on general knowledge and pens were given to the participants for each correct answer.

Earlier, the participants took pledge that as a youth of the nation they will understand and do good to the society and self. They will think, before they act and always reflect them in their actions. They also pledged that they will contemplate the deeds around them and judge what is best for them in terms of mental, physical, social and psychological health and well-being.

The year’s theme “Youth and Mental Health” under the slogan ‘Mental Health Matters’ is an effort to address the issue of stigma attached to young people with mental health conditions so that they can lead full and healthy lives free of isolation and unnecessary shame, and that they openly seek the services and support they need.

International Youth Day is celebrated on August 12 every year. It is celebrated as an opportunity for governments and others to draw attention to youth issues, worldwide through concerts, workshops, cultural events, and meetings involving national and local government officials and youth organizations take place around the world, under various thematic causes, promoting the feeling of oneness.

 

Ban on selling of kerosene in open market

SEPPA, Aug 12: The District Administration has put blanket ban on selling of SK Oil, Diesel and Petrol in open market within Seppa Town and entire East Kameng District recently.

Following the order, DC, Sandeep Kumar Singh along with Police made a surprised checking today at P.I & Type-I colony, Seppa and seized 20 liters of petrol, similar checking shall be carried out from time to time enabling the card holders to get their quota, he added. DIPRO

Illegal timber seized, eight smugglers arrested

ITANAGAR, Aug 12: Eight timber smugglers were arrested and illegal timber worth Rs. 14,23,400 seized from Mandla Naga GG during a joint operation conducted by Sashastra Seema Bal (SSB) deployed in Dirang along with Dirang administration and forest officials Saturday last.

Acting on specific tip off, the joint team of SSB personnel along with Dirang Additional Deputy Commissioner and Range Forest Officer conducted a search operation in the area from 11 am to 10 pm and seized about 986 cubic feet illegal sawn timber along with four heavy vehicles  used for transportation of the timbers informed a SSB release.

All the apprehended persons, the seized timbers and the vehicles used for transportation of the sawn timber were handed over to range forest officer, Dirang, the release said.

A case has been registered at Dirang  Range Forest Office Under Section 34 and 49(i) of Assam Forest Regulation Act, 1891 against the smugglers and further investigation launched.

As revealed by the arrested persons, they were engaged with their trucks for transportation of the timbers with the help of locals of Barchi area for construction of their house and gompa, the release informed.

 

 

Rain plays havoc, disrupts road link in Siang belt

RUKSIN, Aug 12: Heavy down pour for the last three days has paralyzed the life in Siang belt, particularly in  Ruksin, Nari-Koyu, Pasighat and Mebo area in East Siang and adjoining parts of Dhemaji district in Assam. Heavy showers caused water clogging in several places, submerged paddy fields and snapped communication along Mebo-Dhola road linking Pasighat town and villages under Mebo sub-division.

The rain, which came as a welcome relief after long dry-spell, turned torrential and crippled the life of the entire region. Rainwater clogged on Mirem-Mikong-Jonai (MMJ) and Pasighat-Tene-Koyu PWD road besides many parts of Pasighat and Ruksin caused problems for the motorists and pedestrians.

Overflowing water of Poglek (Pagla) river buried the wooden bridge with silt, caused communication snap between Yagrung and Pasighat. Thus, the second wave of monsoon active in the region cause heavy downpour at the hilly region and filled the rivers and streams to overflow.

Reports from Mebo said that heavy rain in the upper reaches of hill site is causing constant rise of water level in the rivers and streams. Surging water of Kadang river today washed away the log bridge and snapped road communication between Mebo and Ngopok. Heavy downpour also caused massive landslide along NH-52 between Mebo and Siluk, casing disruption of communication. The Border Road Organization has engaged its man and machine, but they are facing complexity to clear the landslide block due to incessant rain.

Moreover, overflowing water of much-hyped Siku river is posing threat to RCC bridge between Ayeng village and Mebo town on the left bank of mighty Siang river. It is observed the turbulent Siku river breaches right abutment of the RCC bridge during monsoon every year and disrupts road communication.

Pasighat DIPRO adds:  The Pasighat-Ledum- Tene- Koyu (PLTK) road and Pasighat-Balek road have been damaged in many places due to incessant and torrential rain, informed EE (PWD), Pasighat division.

The PLTK road is cut off at Poglek River in between Pasighat and Yagrung village due to breach of Log Bridge over Poglek river.

The carpeted road from zero point to two Kms  between Pasighat and Balek has also been  damaged in many places. The EE also informed that the log bridge over Kadang river on Mebo- Dhola road has been washed away.  The heavy downpour is hindering the restoration works. However, men and materials are being pushed into service hiring private machines for immediate restoration of road communication, EE added.

 

 

JE vaccination in Arunachal under consideration

ITANAGAR, Aug 12: The Centre has assured to consider the request of the State health department for vaccination against Japanese Encephalitis (JE) in all the affected districts followed by routine immunization of children aged 1-15 years as is done in all endemic areas in the country, informed a health department release.

Responding to growing concern among people over outbreak of JE in an alarming rate in the state, State Epidemiologist Dr. L Jampa in a release, informed that the state health department has already made requested to Government of India for approval of JE vaccination in the affected districts and the Centre has assured to consider it in the light of JE data provided by the dept. of Health. However, the Immunization Division, GoI will finalize the districts for JE vaccination only after detailed analysis of the data provided by the State Govt. as informed by Dr. RK Jaiswal,  Nodal Officer for JE, NVBDCP, GoI, he said.

In regards to free vaccination against JE in Assam and accusation on Arunachal Government for not making JE vaccine available, Dr. Jampa clarified Assam had reported JE for the first time in 1985 and since then JE has been endemic there and vaccination started thereafter. Their experience says that peak time of transmission of JE virus is during the months of June, July and August and vaccination being best given during winter season. On the issues of whether or not to give vaccination during the time of disease outbreak, Dr. Jampa said that “As per the research and the guidelines of the GoI, vaccination against JE, if given to a person, it takes one to two months time to develop full immunity against it. So during the outbreak, one can still get infected by JE virus even after getting vaccinated within one to two months’ time (i.e. before the full immunity develops, he said.

Agreeing that vaccination provides protective immunity to the person who gets vaccinated, Jampa informed as per GOI experts vaccination during the period of disease outbreak will be of no use as it takes atleast 1-2 months to develop immunity amongst the recipients and the incubation period of JE is 1-2 weeks so it will give false sense of protection in the community.

On the issue of providing JEV ‘testing kits’ from GoI, Dr. Jampa informed that this kits which can test 96 blood samples is provided by National Institute of Virology, Pune, Maharashtra to the states as and when required only. The states receive the kits within four to five days time by courier after requested for.

The Health Department has been alive to the situation and active in responding to the situation since the first day the JE case was reported in the state, he said and appealed to all to maintain calm and cooperate the department in containing further spread of JE.

He informed that IgM testing kits by ELISA are now available at Arunachal State Hospital (ASH), Naharlagun, RKM Hospital, Itanagar and General Hospital, Pasighat. Only those presenting with signs and symptoms of JE/AES would be put to test after being examined by a doctor. All AES/JE cases should be referred to higher centres for further management, he suggested.

The department has given focus on control of the vector- mosquito density by carrying out fogging operations and clearing the stagnant waters in the drainage system and also restricting movement of pigs. He suggested all to wear full sleeve cloths, use mosquito nets while sleeping especially at night and mosquito repellents to avoid mosquito bites as the diseases is transmitted by bites of infected mosquitoes.

 

 

JNNURM housing scheme unfolds chaos, 53 BPL families served evacuation notice

ITANAGAR, Aug 12: As many as 53 BPL families taking refuge under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) houses at Jullang village here have been served evacuation notice by the District Administration.

According to the Urban Development (UD) department, these 53 families are illegally occupying the houses for years together.

The housing unit imbroglio came to the fore when UD’s deputy director Gyamar Tachung complained about the illegal occupancy and following which a hearing was summoned at Additional District Magistrate Court on Monday.  

UD’s representative said besides serving numerous evacuation notices to the illegal occupants, the department has been apprising them of the right procedures to avail the benefits but in vain.   

On the other hand, public prosecutor Rosy Taba while stating that the 53 families were BPL beneficiaries and sought the court to give benefit of doubt for the ‘poor dwellers since they were ignorant about the proper procedure and properly informed’.

“We are from poor background and could not afford to live in rented house. Hearing about the scheme, we have started living here for the last 2 years. But, this sudden evacuation notice has made us worry as we do not have anywhere else to go”, shared Tame Tara, one of the dwellers.

Meanwhile, the court was adjourned till next Monday by ADM Talo Potom with 3 days of time to both the parties to properly follow the norms of the scheme. Funded by Ministry of Housing & Urban Poverty Alleviation under JNNURM, the Rs 410.20 lakh worth 100 housing units were constructed for urban poor and safai karamcharis with UD department as the nodal agency.

Interestingly, even after so many years of completion the buildings are yet to be handed over to the state government.

This imbroglio opened a Pandora’s box of questions. Whenever a welfare scheme is initiated, the government must ensure that the fruits of the scheme are percolated down to the real beneficiary.  Proper dissemination of information, in this regard, plays vital role in enabling the beneficiaries to know about the schemes initiated for them.   

In this particular case, the GoAP is to be partially blamed for it failed to educate the mass about the housing scheme and its benefits.  The government should show some leniency towards these BPL families. These 53 families might not have proper permission from the authority but their BPL card speaks a lot about their status.

 

 

Cong prepares road map to strengthen party

ITANAGAR, Aug 12: Stressing the need for re-organization and revamping all frontal organizations of Congress Party in the state, Chief Minister Nabam Tuki said that unless the frontal organizations involve themselves for consolidation of the party, neither the ruling Govt. nor the party can fulfill the hopes and aspiration of the masses.

 Attending a state level meeting of Arunachal Pradesh Congress Committee (APCC) at Rajiv Gandhi Bhawan here today to prepare a road map on key issues like consolidation, unity and strengthening of the party organization in the state, Tuki said that he has agreed for constitution of a state level coordination committee as desired by the high command to bridge between party and the Govt. functioning for effective implementation of all the central and state sponsored flagship programmes in the state. Tuki informed that the schemes under PM package are being pursued rigorously with the Prime Minister and other concern ministries. The due share of funding for the state is constitutionally safeguarded so there should not be any worry even if the party is not in power in Centre, he affirmed.

Tuki said that his Government will leave no stone unturned for effective implementation of various flagship and the skill development programmes.

Addressing the party functionaries, APCC President Padi Richo called upon the leaders to work in tandem with him for fulfillment of the party’s poll promises.  Claiming that there was a communication gap in sensitizing and popularizing various welfare schemes and projects of then UPA Govt. all over the country, Richo suggested for launching a rigorous movement right upto grassroots level for sensitization and popularization of all flagship programmes of UPA tenure, including implementation of Food Security Act and Land Acquisition, Rehabilitation and Re-Settlement Act.

Earlier, AICC general Secretary (in-charge Arunachal Pradesh) Luizinho Falerio stressed on successful implementation of all the flagship programmes launched by UPA I & II and urged the state government to continue the implementation of all the set projects under PM Package and ensure their successful implementation.

On revamping party organization, he said the main mantra for success of any party is unity, discipline and consolidation. He suggested for preparing a road map/ calendar of the party for revamping the party activities at grassroots level.

The meeting adopted several resolutions for further strengthening the party organizations and intensify activities.

“All the defeated candidates to be brought under party fold and their services should be utilized for strengthening the party base in their respective areas,” the meeting resolved. It has been agreed for constitution of new publicity committee for social media initiatives and sensitization of flagship programmes.

Guardian Ministers has been appointed for each district to enhance party activities and to address the grievances of people at their door step. Similarly, to oversee the grievances of party cadres, Minister In-charge has been assigned and ministers of concern district would be asked to visit their respective district headquarters regularly.

The meeting also decided to appoint new Manifesto Implementation Committee keeping in view the future strategies of the party.

Other resolutions include, to have a Congress Bhawan in all district Hqs, activation of all cells under PCC for effective functioning.

Among others, Nyamar Karbak, President APYC and APCSD Chief Organizer Kipa Kaha also spoke on the occasion.

The meeting was attended by the Ministers, Parliamentary Secretaries, Congress MLAs, PCC office bearers, executive members and heads of frontal organization.

 

 

Popular Arunachal folk tale ‘Abotani’ in animation soon

ITANAGAR, Aug 12: Outside Arunachal Pradesh very few people know about Abotani and his exploits, but with a London-based trust planning to make an animated movie on the mythical hero, the folk tales can now soon reach a wider audience.

Adivasi Arts Trust, a London-based organization, works for reviving indigenous arts and culture through digital media and animation, hopes to release the movie by the year-end.

Abotani is the hero of folktales of Tani tribes of the Himalayan state comprising Apatani, Nyishi, Adi  and Tagin tribes.

The story of the film titled 'Abotani' revolves around his attempt to free himself and his friends Kiipu (a dog) and Duumpoo (a deer) from the clutches of Digo Ane (Keeper of Land) and his relation with brother Yapom, a spirit. The makers of the movie have a plan to screen it in schools, festivals and cultural events in Arunachal Pradesh as well as UK.

The secretary of the trust, Tara Douglas, told PTI in an e-mail interview, "The movie, which we are planning to release by the end of this year, gives a message of mankind's interdependence on the natural and supernatural worlds."

The pre-production work for the short film was made in an animation workshop at the Department of Mass Communication in Rajiv Gandhi University, Doimukh in 2013 in collaboration with the Centre for Cultural Research and Documentation, Douglas said.

The animation models were made by British animation model professional Jonathan Marchant from the designs made in the workshop, she said adding they were also inspired by the traditional art exhibited in the JN State Museum in Itanagar.

The stop motion animation was done by Indian animators Wangdan Wangpan (Arunachal Pradesh), Rabindra Kumar Bhagat (Jharkhand) and Kirat Brahma (Assam) who are still pursuing their studies in the National Institute of Design.

Douglas said two miniature huts made of bamboos in the traditional Galo style were taken all the way to Delhi from Arunachal to be used on the set.

"The post-production work is getting done at present in Ahmedabad, by Wangdan, Rabindra and a third animation student Kirat Brahma who is from the Bodo community of Assam, and he is creating hand painted water-colour backgrounds for the film," she said.

She said that they were at present trying to source original folk music from the Tani group of tribes to be used in the soundtrack of the film.

"We are planning to dub the film into several local languages of the Tani tribes as well as in Arunachalee Hindi and English," Douglas said.

Douglas, a graduate in animation from West Surrey College of Art and Design in the UK, has been working for preservation of tribal folktales in India through animation.

'Abotani' will be screened as part of their Tales of the Tribes — a series of five animated folktales from indigenous communities in India.

The four other films — Story of the Peacock (Pardhan Gond tribe of Madhya Pradesh), Man Tiger Spirit (Angami tribe of Nagaland), Tapta (Meitei tribe of Manipur) and Nye Mayel Kyong (Lepcha tribe of Sikkim) — are in different stages of production.

The series will be of 30-minute duration and each film will be of five to six minutes.

Abotani is considered the primal ancestor of the Tani tribes and the first to introduce the technique of paddy cultivation.

Douglas said that they would screen the film for the Asian communities in the UK during the annual cultural event at the Nehru Centre in London and try to broadcast it in television channels in Scotland as well. PTI

 

 

 

Doimukh FC enter final

NAHARLAGUN, Aug 12: FC Doimukh scraped their place into the final of the fifth Eagle Trophy after playing a hard fought semi-final against Capital Complex SC which had to be decided through a penalty shootout.

Having played out a 1-1 draw at the end of play with goals from Dungda Pui and Nabam Peri, it was all about nerves and which side could keep themselves calm. After goals by Tatung Tadu and Gyamar Kuku for CCSC and Nguri Alin and Tania Chama for Doimukh left the scores levelled at 3-3, Doimukh’s N Dari would ensure that he made no mistake as he slotted the ball in to make it 4-3. The pressure was now on CCSC striker Gakir Dolum.

As the CCSC number 10 stepped up to take the kick, he shot the ball straight at the crossbar giving Doimukh the advantage. However, tragedy would follow as the looming pressure ended up becoming too much for Nabam Gunna who shot the ball wide off target and into the stadium wall.   

Some tense moments later, CCSC’s Taja gave his team some hope after he levelled the game once again. Takio Agung for Doimukh would once again give his team the advantage, sending the keeper the wrong way.

In a make or break game, it was CCSC’s Techi Tatra who eventually broke as he put too much force behind his kick and shot the ball high into the dark gloomy skies, perhaps a symbol of his team’s day on the football pitch.  

Wednesday’s semi-final promises to be a mouth-watering one which will see a repeat of last year’s final when defending champions ITBP lock horns with Bamang Taji FC at 2:30 PM.

 

 

Sensitization meeting on Clinical Establishments Act and Rule held

AALO, Aug 12: A sensitization meeting on Clinical Establishment Act 2010 and Arunachal Pradesh Clinical Establishment Rule 2011 was convened by the District Registering Authority under the chairmanship of Deputy Commissioner Pige Ligu at the conference Hall recently.

Chairing the meet, Ligu opined that the Arunachal Pradesh Clinical Establishment Act 2010 should not confine it to imposing penalty to offenders only, it should cancel the licences of clinical establishments, if found unregistered.

The district authority should pay surprise visits to clinical establishments to check registrations and selling of spurious drugs.

The DC also stressed on maintaining cleanliness, particularly to clean mosquito breeding ground to check spreading of Japanese Encephalitis.

Yamen Bagra, Zilla Chairperson West Siang Zilla Parishad stressed on more orientation training to Anganwadi/ASHA of remote areas on method and technique to control Diarrhea by using medicinal plants which is locally available besides other medicines. She requested the District Authority to include PRI member in Rogi Kalyan Samiti and utilize fund allocated for remote areas.

Dr Bomjum Kamki, District Medical officer cum convenor, District Registering Authority disclosed that all clinical establishments irrespective of CHC/PHC/SC including private nursing home, diagnostic clinics, genetic centre, and laboratory should be registered urgently and the quarterly report should be submitted regularly as per prescribed format. Any unregistered clinical establishments will face legal action.

AVP celebrates Raksha Bandhan with ‘One World One Family’ message

ITANAGAR, Aug 12: Arunachal Vikas Parishad celebrated Raksha Bandhan with the theme “Vasudhaiva Kutumbakam (One World, One Family)” throughout the state.

To spread the message of one world one family to every nook and corner of the state, the AVP activists and workers visited various schools, hospitals, police stations. They also met army, GREF and ITBP personnel and tied them the holy thread of Rakhi on the occasion.

The AVP workers highlighted the people about the importance of remaining united and develop the feelings of oneness among all. They also make the public aware about the impending danger of illegal immigration from neighbouring countries, Chinese incursion into Arunachal Pradesh, ill effects of drugs abuse etc.

At a function at Itanagar, State AVP President Pratik Potom appealed to the gathering to understand the spirit of Raksha Bandhan. It is a celebration not only to strengthen the bonds between brothers and sisters but an occasion through which we can spread the message of oneness among the fellow country men  and take pledge to work for protection and progress of each other and our nation, he said.

Dilip Thapa, Manager of Heema Nursing Home also attended the celebration and highlighted the significance of Raksha Bandhan.

The festival was also celebrated by AVP at Changlang, Khonsa, Roing, Tezu, Namsai, Daporijo, Aalo, Seppa, Bomdila, Ziro, Raga, Yinkiong, Pasighat, Basar, Likabali and many other places of the state.

On the occasion, altogether 25,000 Rakhis and 10,000 appeal papers were distributed by 150 workers of the organization, according to an AVP release.

 

 

National Librarians’ Day celebrated in Arunachal

ITANAGAR, Aug 12: Along with the rest of the Nation, the National Librarians’ Day was celebrated throughout Arunachal Pradesh with various programmes.

The Department of Public Libraries today observed the National Librarians’ Day commemorating the 122nd birth anniversary of ‘Father of Library Science’ Dr S R Ranganathan (1892-1972), who had spearheaded the library development in India.

To mark the Day, a get-together of budding and mature libraryholics including library professionals was organized here at State Central Library of the Dept of Public Libraries.

The programme started with the paying of floral tributes to the portrait of Dr Ranganathan by the dignitaries present on the occasion.

Marking the Day, a quiz competition was organized among the students of six State-run schools wherein Govt Middle School, Niti Vihar won the first prize followed by Govt Middle Schools of C-Sector and D-Sector bagging the second and third prizes respectively.

As a token of appreciation, two prominent readers of the library – Ruchika Bhattacharjee, an eighth standard student of Kingcup Public School, Itanagar (in junior category) and Juli Riba (in senior category) were also felicitated.

Speaking on the occasion, Deputy Director of Research Batem Pertin recalled the pioneers of library movement in Arunachal Pradesh – late (Dr) Verrier Elwin, self-trained anthropologist, and late J N Choudhury, first librarian of the State.

Talking about the internet-savvy youth of today’s world, he stressed on the pressing need of leading the young generation in the right direction so as to contribute to the societal development. He also mentioned that public libraries, besides being the repository of knowledge & information provider, can serve as the change agent in educating the citizens in public life.

In his encouraging speech, R N Koley, Assistant Director (Culture) of Research called upon the young participants to avail optimum benefits of library services towards expanding their horizon of knowledge and creating a conducive and healthy society. He also mentioned that some of the Govt departments like department of Public Libraries and Research were extending the public services without beating their drums.

Addressing the gathering, Director of Public Libraries J Borang wished all the library professionals as well as library readers on the National Librarians’ Day, and urged all to follow teachings of Dr Ranganathan, who had developed the analytico-synthetic classification system (i.e. colon classification) of books.

Admitting the huge task ahead for library professionals to cultivate the reading habit among the people, he called upon the participants to visit public libraries at least twice a month to expand their knowledge.

In his brief speech, Deputy Director of Public Libraries T Mize underscored the need to inculcate reading habit among the young students and encouraged all to avail the library services to excel in their respective fields.

Earlier, B B Lal, Junior Librarian gave a brief account on the life and contribution of Dr S R Ranganathan, while District Library & Information Officer (HQ) Lingam Ete highlighted the importance of celebrating the National Librarians’ Day in remembrance of the ‘Father of Library Science’. The DL&IO also appealed the students to become regular library readers so as make the state a knowledge society.

Among others, former deputy director of Public Libraries B K Das and councilor of Itanagar Municipal Council T Tagru also spoke on the occasion.

CHANGLANG :The National Librarians Day was also celebrated in the District Library Changlang today amidst a huge gathering of students and teachers.

Speaking on the occasion, Changlang Govt Higher Secondary School Principal S Singpho deliberated on the importance of library and urged students to develop the reading habits.

Changlang district library and information officer, L Lulin in his key note address spoke about the importance of the day and life history of Dr S R Ranganathan, the father of Library Science.

To mark the occasion essay competitions were conducted among the students of Govt Demonstration Middle school, Changlang. The topic for the CL-VIII was “The importance of reading habit” and for Class – VI to VII the topic was ‘How to eradicate drugs menace’.

The 1st prize winner in each category got Rs. 1000, 2nd prize winner awarded with Rs. 800 and the prize amount was Rs. 500 for 3rd position holders. The consolation prizes were also given to other students who participated in the easy competition.

Among others, DDMO Dorjee Khandu, LO L Kenglang and H C Baruah, Astt Curator, Changlang were present on the occasion.

ZIRO: On the occasion of National Librarians’ Day, District Library and Information Officer (DLIO) Toko Api today announced to enroll library membership free of cost till August 20 next.  However, it is only for the people of Lower Subansiri district, she clarified.

While briefing on importance and the role of public library, she appealed the gathering especially school going children to pass message with their friends about launching of free membership drive.

Earlier, Jyoti Bose, Junior Librarian in his speech highlighted the biography of Dr. S. R Ranganathan, the father of library science in India.

 

 

Public Hearing on Pemashelpu Hydro project

AALO, Aug 12: An Environmental Public Hearing on 81MW Pemashelpu Hydro Electric Project was held at Multipurpose Community Hall, Yorni Mechuka, West Siang district yesterday. The project is being executed by M/s Mechuka Hydro Power Private Limited. Altogether 118 people attended the public hearing.

Chairing the hearing,  West Siang Deputy Commissioner Pige Ligu appreciated the PAFs (project affected families) for sharing their views, suggestions and grievances. He said that every word of the speakers are recorded and documented and the grievances and objections raised by the speakers will be taken due care while conveying it to Government. He lamented the poor communication between the Company  and Project Affected Families.

Speaking on the occasion,  Mechuka ADC Ravi Dhawan hoped that the Company would take care of the doubts raised by the PAFs in the public hearing.

Arunachal Pradesh State Pollution Control Board, Member Secretary N Tam elaborated the provisions of the EIA Notification dated 14th September, 2006 and subsequent amendments issued by the Ministry of environment & Forests (MoEF), Govt. of India pertaining to Environmental Clearance for developmental projects and requirements of Environmental Public Hearing thereof. The Member Secretary, APSPCB  explained that the objectives of the Environmental Public Hearing is to solicit and record the opinions, views, comments  or objections of the people residing at and in the adjoining areas of project sites likely to be affected by the construction of the proposed Pemashelpu Hydroelectric  Project. He further added that the Environmental Public Hearing is a part of the Environmental Clearance process and that the proceedings of the same will be submitted to the Ministry of Environment & Forests (MoEF), Govt. of India. The Ministry will examine and scrutinize such views, comments, suggestions by project affected people while processing the application for Environment Clearance.

PM Nanda, COO, M/s Mechuka Hydro Power Private Limited explained the salient features of the project with the help of power point presentation.

Vivek Jhaldiyal, Consultant representing M/s R.S Envirolink Technologies Pvt. Ltd. explained on  environmental studies, sources of air pollution & its mitigation measures environmental management plan, and social economic development etc. The EIA/EMP studies are prepared by consultants M/s R.S Environing Technologies Pvt. Ltd., Gurgaon as per Terms of Reference (TOR) issued by the Ministry of Environment & Forests.

The host of representatives from Project Affected Families from Project Affected Villages raised question on expected maximum land use, non publishing of notice in Bhoti language etc.

Major initiatives for providing drinking water supply to Tezu township

TEZU, Aug 12:  MLA Dr. Mohesh Chai dedicated Gravity main for providing water supply to Tezu township in a simple but impressive function here today. The function was organized by PHE Sub-Division Tezu under PHE Division, Namsai and attended among others by Lohit Deputy Commissioner Dr. B M Mishra.

Speaking on the occasion MLA Chai said that dedication of gravity main for providing water supply was a pre-Independent Gift 2014 to the people of Tezu and is definitely going to ease drinking water scarcity of Tezu township.

On the occasion Deputy Commissioner advised PHE department to complete all the component of the project, so that people get the benefit of fully treated drinking water. They also appreciated the state government and the tremendous effort put in by officer and staff of PHED against all odds for execution of the project.     

While briefing on the project Er. Tayum Tok, Executive Engineer, PHED Namsai assured to complete the remaining component of the project including Water Treatment Plant (WTP) lest the remaining installments are released from NLCPR which is pending since last two years.   

It may be mentioned here that Tezu town is one of the oldest town in Arunachal Pradesh which is the District HQ of Lohit. There has been no major push for Providing Water Supply centrally. The existing water supply system of the township is provided through 10 Nos. lift water supply source with huge recurring cost, the gravity mains for providing water supply being commissioned today will give a big boost and much relief to the denizens of Tezu township.

The Tezu township was rattled by major flood during 2012 and all the sources were washed out. Even the present source was compelled to shift to 2 km away from earlier proposed site. With the partial commissioning of this project today, 5 MLD potable drinking water conventionally treated through completed sedimentation tank is supplied to consumers of Tezu township through 300 mm dia D.I. pipe mains, according to an official release.

 

 

KUFC wins fifth NIP Memorial Running Football Tournament

ROING, Aug 12: Koronu United Football Club (KUFC) lifted the fifth Naba Ita Pulu Memorial Running Football Tournament here today following 1-0 victory against Government Secondary School, Koronu (GSSK) in the final.

The match that was played in the pouring rain had the lone goal scored by Ateko Mena in the second half. Organized by the District Football Federation (DFF), and supported by district the administration and the district sports office, the tournament saw 22 teams participate in the month long event that was inaugurated on July 19 last.

Parliamentary Secretary for Horticulture Mutchu Mithi gave away the Memorial Cup to the winning team, and Shiv Kumar, Deputy Commissioner gave away the runner cup. Along with the cup, the winner team won cash prize of Rs 35,000, medals and certificate, and the runner with cash prize of Rs 20,000.

Earlier in his speech, the Parliamentary Secretary announced that the annual Naba Ita Pulu Memorial Running Football Tournament hereafter will be sponsored by the government of Arunachal Pradesh, along with the Gora Pertin Memorial Football Tournament.

"This was possible with the effort of all concerned - the community leaders, district administration, district sports office, and all those who love the game with the aim to fight drug and alcohol abuse," said Mutchu.

The first Naba Ita Pulu Tournament was organized in 2009 under the banner of Dibang Sports Club (DSC) and All Idu Mishmi Students Union (AIMSU) in memory of late Ita Pulu, ex MLA.

The best player of the tournament was awarded to Sete Keche of KUFC by Chiliko Meto, former Zilla Parishad Chairperson. The title of the discipline team was awarded to Intaya Public School by Rajneesh Gupta, Superintendent of Police.

Satish Melo of Cheta FC and Toko Lego of JNV Roing were awarded the highest scorer of the tournament by distinguished public leader Bishen Mepo. Kaling Pertin, ZPM, Dambuk gave away the prize of best goalkeeper of the tournament to Saha Linggi of GSSK. Mama Miso, ZPM, Hunli-Desali awarded the emerging player of the tournament to Etoh Mega of GSSK.

Best referee of the tournament was awarded to Anjite Menjo along with Panku Mega and Tokhey Miso by Obang Perme, a distinguished public leader.

Dear Editor,

I would like to request the Department of Education to declare the results of the ongoing viva-voce interview for the filling up of various posts of ATs and JTs for different schools of Arunachal Pradesh at earliest, so that there won’t be any doubt on the minds of the people regarding the selection procedure. Otherwise, we as aspirants will surely believe that there is political influence going on in the selection procedure because it would be very easy for the people in power to manipulate the selection results as there is no written records of a viva-voce interview.

Dear Editor,

I would like to appeal the Commissioner (Education) and Director (Elementary Education) to declare the final selection list of TGT and PRT qualified candidates as soon as possible as it is the peak time of school session and as many schools are running with less teachers.

As per RTE Act -2009, TET is the most essential qualification to be appointed as a teacher but we firmly believe that the department will select the best of the best,  although all the TET qualified are the finest and fittest person to be recruited as teacher. I would like to request and appraise the concern authority that delay in declaring final result may thwart the hope and expectation of the aspirants.  We do hope that results will be declared soon.

Release salary

Dear Editor,

What happened to salaries of SSA teachers Lower Subansiri unit? Why it’s being delayed?

From various sources it’s clear that four months’ salary have been disbursed by state government to districts in July last and paid to SSA teachers in other districts.

In our case, there is no sign of getting our hard earned 4 months pending salary. Who is responsible for delay in this matter? So it’s my earnest request to concerned authorities to pay 4 months pending salary at the earliest.

No bandh and no out of syllabus questions please

Dear Editor,

After UPSC exam, state public service commission exam is the toughest exam. Some old minded leaders and bureaucrats often say that if one wants to become a civil servant, one must know everything. But this is not a matured and logical thinking. For such exams commission prescribe syllabus and according to that syllabus aspirants prepare for the exam. And if question are set out of syllabus, it would be injustice and cheating to aspirants’ months of preparation.

Almost every year aspirants complaint that many question are set which are out of syllabus in APPSCCE ( Main) specially in Public Administration paper.

Therefore I hope that new secretary of APPSC would ensure that in upcoming APPSCCE ( main) 2013-14, questions of all papers are within the syllabus .

I also appeal to all the organization and unions not to give bandh call between 13th Sept to 20th Sept.  During the last APPSCCE exam,  we faced lots of problem due to bandh call given by the unions during exam time.

An open letter to the CM

Dear Editor,

Through the column of your daily, I would like to urge the chief minister of Arunachal Pradesh to have clear cut policies for the interest of local entre-preneurs of Arunachal Pradesh.

In the papers we have seen that there exists a state industrial policy.

Every day in news paper the good deed for self employed are published but they never ask those existing local entrepreneurs what they have benefited from state govt.

Many buildings are being constructed but still our local entrepreneurs who are running steel fabrication units have not got any works,  crores of money is being spent for printing works at govt. department but still today our local printing press never got govt. order, crores of funds is used for purchasing curtains in state but still our mothers and sister who are engaged in weaving sectors  never got any order from govt. department for supply of cloths. Crores are being spent for procurement of furniture but local furniture unit never get order for supply of furniture at govt. Offices. There are many sectors where local people are engaged yet they do not have any advantage.  

The reasons for deprivation  of local entrepreneurs are many but one main reason is that some of Ministers, MLAs and officers have floated their own firms in the name of kit and kin and they engage middleman  from other metropolitan cities to make money.

But in public platform our Ministers, MLAs and officers suggest youths to come forward to avail self employment opportunities, whereas when the funds is sanctioned, they change their stand completely.

I would like to tell the chief Minister of Arunachal Pradesh that if he want to see the upward swing of employment generation than he should adopt clear cut policies to safeguard local entrepreneurs and stop the direct entry of outsiders and instruct officers to give priority to local entrepreneurs.

Let the young and old go hand in hand

Dear Editor,

There are utmost genuine considerations why the state government should implement recommendations of the 6th Central Pay Commission and enhance retirement age of employees to 60 years.

First, a pay commission recommendation is not a work of one man casually jotting down in few minutes but an output of big numbered commission constituted of various experts and highly experienced people after decade long rigorous exercise.

Secondly, by enhancing retirement age to 60 years from 58 years, the government will have in their disposal service of experienced employees for additional 2 years for better wisdom and efficiency in governance. I quote an example here not from problematic and developing India but from the most advanced country in the world, USA. The average age of some of the busiest and responsible people in the globe, the members of House of Representative and Senate, the Indian equivalent of Lok Sabha and Rajya Sabha are 58 and 62 years respectively. So, at ripe age of 58 to 62 years people become law makers in USA to legislate most promising laws for that country to lead, to make it grow as the most powerful nation in the world.

Thirdly, progress, development of a state should be all inclusive for infants, growing up children and teenagers, matured and old aged people including youths and not just youth centric. Since, today’s infant and teens will be tomorrows’ adult youth and today’s youth will be tomorrows matured and old aged ones deserving dignity and welfare. Moreover, today’s matured and old aged working government’s servants are only and only investing their precious time and resources for welfare of youths, infants, retired ones and the state and nation as whole.

Fourthly, lack of employment generation and opportunities in other sector for youths besides government employments cannot be a ground for depriving the bonafide entitlements of matured and old ones. Further, in a state and a family why and how there can discrimination and segregation between youths and old ones?

In an ever growing population, all the employable population cannot be waiting for government jobs and sit idle. The state has to develop its vast potential of hydropower, horticulture, tourism, agriculture, etc to create employment opportunities for all categories of population. For just 13 Lakhs population we have huge area of 83,743 sq km. Potential for development is huge. If the potential areas are developed in inclusive, sustainable, accommodating and productive ways, our state will rather be in shortage of manpower for all categories of employment, I suppose.

In our state, potential for development, employment, etc is the most promising in comparison to other states. There is no need at all create a wedge of misunderstanding and disagreement between youths and aged ones. We can go united and create world of opportunities in this land where people from all age groups can flourish.

Address the concern before it takes ugly turn

All Dollungmukh Youth Association (DAYA) and All Dollungmukh Area Students Union (ADASU) claimed that Assam forest officials had illegally conducted eviction drive inside Arunachal territory in Dollungmukh area by damaging the paddy fields and two dwelling houses on August 6. The associations further added that Assam officials planted saplings at paddy field and warned the farmers not to uproot the saplings.  

The two associations urged state government to drag the Assam forest officials to the court for punishment, so that brazen violation of status quo is stopped. Government of Arunachal and Assam should take note of this latest development. In January this year boundary clash at Tarasso area took violent turn and resulted in lost of lives. Arunachalee citizens paid heavy price as Assam based organizations imposed economic blockade against Arunachal. Economic blockade made life miserable for the citizens of Arunachal. We are not ready for another Tarasso like incident. Therefore both Assam and Arunachal government should address Dullungmukh incident seriously before it takes ugly turn.
