5th Edition of the Donli Riba Gaming Quest begins
Itanagar, Aug 12: Some 160 enthusiastic gamers are taking part at the 5th Edition of the Donli Riba Gaming Quest (DRGQ), the premier gaming tournament in the State, being held here from today.

At the inaugural session today, there was a presentation titled Tobacco, the Unseen Plague by Filmmaker Moji Riba. While making the presentation, he shared with the young participants negative impacts of ghutka and tobacco. He said that ghutka consumption is growing in the state as it is socially accepted.
Senior Journalist Pradip Kumar urged the young people to realize the importance of healthy living. He further said that future and what shape the state takes solely depended on the young people.
Minoti Riba, the chairperson of CCRD was also present during the inaugural session.
The popularity of video games among the youths certainly seems to be growing if one look at the rising number of participants since the start of the Gaming Quest. The inaugural year saw the participation of 64 players while this year the number have swelled to 160.

ITANAGAR, Aug 12: There is scarcity of vegetables in the local markets of Capital region as the vendors are refusing to bring in vegetables from Assam in protest against Capital Complex District Administration’s decision to regulate the prices.
The DA had come up with price list which the vendors dismissed as illogical devoid of practicality.
“How can they fix the price for a month when the prices of vegetables change every day? The whole sale price for potato was Rs 22 today whereas the price fixed by DA is Rs 25 per kilo” said a vendor.
Looks like there are tough days ahead for the citizens who are solely depended on the Assam for vegetable items as there are no sign yet that vendors will budge from their present stand.

ITANAGAR, Aug 12: Arunachal Pradesh State Aids Control Society (APSACS) celebrated International Youth Day (IYD) by sensitizing the students about emerging challenges of HIV/AIDS at KV No 1, Naharlagun today.
Addressing the students on the occasion, APSACS Deputy Director (IEC) Tashor Pali, said that IYD is an occasion to mobilize youths as agents of change for a better future. Explaining the emerging challenges of HIV/AIDS, he explained the factors why youths are more vulnerable to HIV. He said that the youths can play a vital role in generating public awareness about HIV/AIDS in the society. The modes of HIV transmission and how it can be prevented were also explained to the participants by Dr. Pali.

Illegal timber seized, eight smugglers arrested
ITANAGAR, Aug 12: Eight timber smugglers were arrested and illegal timber worth Rs. 14,23,400 seized from Mandla Naga GG during a joint operation conducted by Sashastra Seema Bal (SSB) deployed in Dirang along with Dirang administration and forest officials Saturday last.
Acting on specific tip off, the joint team of SSB personnel along with Dirang Additional Deputy Commissioner and Range Forest Officer conducted a search operation in the area from 11 am to 10 pm and seized about 986 cubic feet illegal sawn timber along with four heavy vehicles used for transportation of the timbers informed a SSB release.
All the apprehended persons, the seized timbers and the vehicles used for transportation of the sawn timber were handed over to range forest officer, Dirang, the release said.
A case has been registered at Dirang Range Forest Office Under Section 34 and 49(i) of Assam Forest Regulation Act, 1891 against the smugglers and further investigation launched.
As revealed by the arrested persons, they were engaged with their trucks for transportation of the timbers with the help of locals of Barchi area for construction of their house and gompa, the release informed.

JE vaccination in Arunachal under consideration
ITANAGAR, Aug 12: The Centre has assured to consider the request of the State health
department for vaccination against Japanese Encephalitis (JE) in all the affected
districts followed by routine immunization of children aged 1-
Responding to growing concern among people over outbreak of JE in an alarming rate in the state, State Epidemiologist Dr. L Jampa in a release, informed that the state health department has already made requested to Government of India for approval of JE vaccination in the affected districts and the Centre has assured to consider it in the light of JE data provided by the dept. of Health. However, the Immunization Division, GoI will finalize the districts for JE vaccination only after detailed analysis of the data provided by the State Govt. as informed by Dr. RK Jaiswal, Nodal Officer for JE, NVBDCP, GoI, he said.
In regards to free vaccination against JE in Assam and accusation on Arunachal Government for not making JE vaccine available, Dr. Jampa clarified Assam had reported JE for the first time in 1985 and since then JE has been endemic there and vaccination started thereafter. Their experience says that peak time of transmission of JE virus is during the months of June, July and August and vaccination being best given during winter season. On the issues of whether or not to give vaccination during the time of disease outbreak, Dr. Jampa said that “As per the research and the guidelines of the GoI, vaccination against JE, if given to a person, it takes one to two months time to develop full immunity against it. So during the outbreak, one can still get infected by JE virus even after getting vaccinated within one to two months’ time (i.e. before the full immunity develops, he said.

On the issue of providing JEV ‘testing kits’ from GoI, Dr. Jampa informed that this kits which can test 96 blood samples is provided by National Institute of Virology, Pune, Maharashtra to the states as and when required only. The states receive the kits within four to five days time by courier after requested for.
The Health Department has been alive to the situation and active in responding to the situation since the first day the JE case was reported in the state, he said and appealed to all to maintain calm and cooperate the department in containing further spread of JE.
He informed that IgM testing kits by ELISA are now available at Arunachal State Hospital (ASH), Naharlagun, RKM Hospital, Itanagar and General Hospital, Pasighat. Only those presenting with signs and symptoms of JE/AES would be put to test after being examined by a doctor. All AES/JE cases should be referred to higher centres for further management, he suggested.

JNNURM housing scheme unfolds chaos, 53 BPL families served evacuation notice
ITANAGAR, Aug 12: As many as 53 BPL families taking refuge under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) houses at Jullang village here have been served evacuation notice by the District Administration.
According to the Urban Development (UD) department, these 53 families are illegally occupying the houses for years together.
The housing unit imbroglio came to the fore when UD’s deputy director Gyamar Tachung complained about the illegal occupancy and following which a hearing was summoned at Additional District Magistrate Court on Monday.
UD’s representative said besides serving numerous evacuation notices to the illegal occupants, the department has been apprising them of the right procedures to avail the benefits but in vain.
On the other hand, public prosecutor Rosy Taba while stating that the 53 families were BPL beneficiaries and sought the court to give benefit of doubt for the ‘poor dwellers since they were ignorant about the proper procedure and properly informed’.
“We are from poor background and could not afford to live in rented house. Hearing about the scheme, we have started living here for the last 2 years. But, this sudden evacuation notice has made us worry as we do not have anywhere else to go”, shared Tame Tara, one of the dwellers.
Meanwhile, the court was adjourned till next Monday by ADM Talo Potom with 3 days of time to both the parties to properly follow the norms of the scheme. Funded by Ministry of Housing & Urban Poverty Alleviation under JNNURM, the Rs 410.20 lakh worth 100 housing units were constructed for urban poor and safai karamcharis with UD department as the nodal agency.
Interestingly, even after so many years of completion the buildings are yet to be handed over to the state government.
This imbroglio opened a Pandora’s box of questions. Whenever a welfare scheme is initiated, the government must ensure that the fruits of the scheme are percolated down to the real beneficiary. Proper dissemination of information, in this regard, plays vital role in enabling the beneficiaries to know about the schemes initiated for them.
In this particular case, the GoAP is to be partially blamed for it failed to educate the mass about the housing scheme and its benefits. The government should show some leniency towards these BPL families. These 53 families might not have proper permission from the authority but their BPL card speaks a lot about their status.

The story of the film titled 'Abotani' revolves around his attempt to free himself and his friends Kiipu (a dog) and Duumpoo (a deer) from the clutches of Digo Ane (Keeper of Land) and his relation with brother Yapom, a spirit. The makers of the movie have a plan to screen it in schools, festivals and cultural events in Arunachal Pradesh as well as UK.

Sensitization meeting on Clinical Establishments Act and Rule held
AALO, Aug 12: A sensitization meeting on Clinical Establishment Act 2010 and Arunachal Pradesh Clinical Establishment Rule 2011 was convened by the District Registering Authority under the chairmanship of Deputy Commissioner Pige Ligu at the conference Hall recently.
Chairing the meet, Ligu opined that the Arunachal Pradesh Clinical Establishment Act 2010 should not confine it to imposing penalty to offenders only, it should cancel the licences of clinical establishments, if found unregistered.
The district authority should pay surprise visits to clinical establishments to check registrations and selling of spurious drugs.
The DC also stressed on maintaining cleanliness, particularly to clean mosquito breeding ground to check spreading of Japanese Encephalitis.
Yamen Bagra, Zilla Chairperson West Siang Zilla Parishad stressed on more orientation training to Anganwadi/ASHA of remote areas on method and technique to control Diarrhea by using medicinal plants which is locally available besides other medicines. She requested the District Authority to include PRI member in Rogi Kalyan Samiti and utilize fund allocated for remote areas.

AVP celebrates Raksha Bandhan with ‘One World One Family’ message
ITANAGAR, Aug 12: Arunachal Vikas Parishad celebrated Raksha Bandhan with the theme “Vasudhaiva Kutumbakam (One World, One Family)” throughout the state.
To spread the message of one world one family to every nook and corner of the state, the AVP activists and workers visited various schools, hospitals, police stations. They also met army, GREF and ITBP personnel and tied them the holy thread of Rakhi on the occasion.

Admitting the huge task ahead for library professionals to cultivate the reading habit among the people, he called upon the participants to visit public libraries at least twice a month to expand their knowledge.
In his brief speech, Deputy Director of Public Libraries T Mize underscored the need to inculcate reading habit among the young students and encouraged all to avail the library services to excel in their respective fields.
Earlier, B B Lal, Junior Librarian gave a brief account on the life and contribution of Dr S R Ranganathan, while District Library & Information Officer (HQ) Lingam Ete highlighted the importance of celebrating the National Librarians’ Day in remembrance of the ‘Father of Library Science’. The DL&IO also appealed the students to become regular library readers so as make the state a knowledge society.
Among others, former deputy director of Public Libraries B K Das and councilor of Itanagar Municipal Council T Tagru also spoke on the occasion.
CHANGLANG :The National Librarians Day was also celebrated in the District Library Changlang today amidst a huge gathering of students and teachers.
Speaking on the occasion, Changlang Govt Higher Secondary School Principal S Singpho deliberated on the importance of library and urged students to develop the reading habits.
Changlang district library and information officer, L Lulin in his key note address spoke about the importance of the day and life history of Dr S R Ranganathan, the father of Library Science.

The 1st prize winner in each category got Rs. 1000, 2nd prize winner awarded with Rs. 800 and the prize amount was Rs. 500 for 3rd position holders. The consolation prizes were also given to other students who participated in the easy competition.

ZIRO: On the occasion of National Librarians’ Day, District Library and Information Officer (DLIO) Toko Api today announced to enroll library membership free of cost till August 20 next. However, it is only for the people of Lower Subansiri district, she clarified.
While briefing on importance and the role of public library, she appealed the gathering especially school going children to pass message with their friends about launching of free membership drive.
Earlier, Jyoti Bose, Junior Librarian in his speech highlighted the biography of Dr. S. R Ranganathan, the father of library science in India.
Public Hearing on Pemashelpu Hydro project
AALO, Aug 12: An Environmental Public Hearing on 81MW Pemashelpu Hydro Electric Project was held at Multipurpose Community Hall, Yorni Mechuka, West Siang district yesterday. The project is being executed by M/s Mechuka Hydro Power Private Limited. Altogether 118 people attended the public hearing.
Chairing the hearing, West Siang Deputy Commissioner Pige Ligu appreciated the PAFs (project affected families) for sharing their views, suggestions and grievances. He said that every word of the speakers are recorded and documented and the grievances and objections raised by the speakers will be taken due care while conveying it to Government. He lamented the poor communication between the Company and Project Affected Families.
Speaking on the occasion, Mechuka ADC Ravi Dhawan hoped that the Company would take care of the doubts raised by the PAFs in the public hearing.
Arunachal Pradesh State Pollution Control Board, Member Secretary N Tam elaborated the provisions of the EIA Notification dated 14th September, 2006 and subsequent amendments issued by the Ministry of environment & Forests (MoEF), Govt. of India pertaining to Environmental Clearance for developmental projects and requirements of Environmental Public Hearing thereof. The Member Secretary, APSPCB explained that the objectives of the Environmental Public Hearing is to solicit and record the opinions, views, comments or objections of the people residing at and in the adjoining areas of project sites likely to be affected by the construction of the proposed Pemashelpu Hydroelectric Project. He further added that the Environmental Public Hearing is a part of the Environmental Clearance process and that the proceedings of the same will be submitted to the Ministry of Environment & Forests (MoEF), Govt. of India. The Ministry will examine and scrutinize such views, comments, suggestions by project affected people while processing the application for Environment Clearance.
PM Nanda, COO, M/s Mechuka Hydro Power Private Limited explained the salient features of the project with the help of power point presentation.
Vivek Jhaldiyal, Consultant representing M/s R.S Envirolink Technologies Pvt. Ltd. explained on environmental studies, sources of air pollution & its mitigation measures environmental management plan, and social economic development etc. The EIA/EMP studies are prepared by consultants M/s R.S Environing Technologies Pvt. Ltd., Gurgaon as per Terms of Reference (TOR) issued by the Ministry of Environment & Forests.
The host of representatives from Project Affected Families from Project Affected Villages raised question on expected maximum land use, non publishing of notice in Bhoti language etc.

On the occasion Deputy Commissioner advised PHE department to complete all the component of the project, so that people get the benefit of fully treated drinking water. They also appreciated the state government and the tremendous effort put in by officer and staff of PHED against all odds for execution of the project.
While briefing on the project Er. Tayum Tok, Executive Engineer, PHED Namsai assured to complete the remaining component of the project including Water Treatment Plant (WTP) lest the remaining installments are released from NLCPR which is pending since last two years.
It may be mentioned here that Tezu town is one of the oldest town in Arunachal Pradesh which is the District HQ of Lohit. There has been no major push for Providing Water Supply centrally. The existing water supply system of the township is provided through 10 Nos. lift water supply source with huge recurring cost, the gravity mains for providing water supply being commissioned today will give a big boost and much relief to the denizens of Tezu township.
The Tezu township was rattled by major flood during 2012 and all the sources were washed out. Even the present source was compelled to shift to 2 km away from earlier proposed site. With the partial commissioning of this project today, 5 MLD potable drinking water conventionally treated through completed sedimentation tank is supplied to consumers of Tezu township through 300 mm dia D.I. pipe mains, according to an official release.
KUFC wins fifth NIP Memorial Running Football Tournament

ROING, Aug 12: Koronu United Football Club (KUFC) lifted the fifth Naba Ita Pulu
Memorial Running Football Tournament here today following 1-
The match that was played in the pouring rain had the lone goal scored by Ateko Mena in the second half. Organized by the District Football Federation (DFF), and supported by district the administration and the district sports office, the tournament saw 22 teams participate in the month long event that was inaugurated on July 19 last.
Parliamentary Secretary for Horticulture Mutchu Mithi gave away the Memorial Cup to the winning team, and Shiv Kumar, Deputy Commissioner gave away the runner cup. Along with the cup, the winner team won cash prize of Rs 35,000, medals and certificate, and the runner with cash prize of Rs 20,000.
Earlier in his speech, the Parliamentary Secretary announced that the annual Naba Ita Pulu Memorial Running Football Tournament hereafter will be sponsored by the government of Arunachal Pradesh, along with the Gora Pertin Memorial Football Tournament.

The first Naba Ita Pulu Tournament was organized in 2009 under the banner of Dibang Sports Club (DSC) and All Idu Mishmi Students Union (AIMSU) in memory of late Ita Pulu, ex MLA.
The best player of the tournament was awarded to Sete Keche of KUFC by Chiliko Meto, former Zilla Parishad Chairperson. The title of the discipline team was awarded to Intaya Public School by Rajneesh Gupta, Superintendent of Police.

What happened to salaries of SSA teachers Lower Subansiri unit? Why it’s being delayed?
From various sources it’s clear that four months’ salary have been disbursed by state government to districts in July last and paid to SSA teachers in other districts.
In our case, there is no sign of getting our hard earned 4 months pending salary. Who is responsible for delay in this matter? So it’s my earnest request to concerned authorities to pay 4 months pending salary at the earliest.

No bandh and no out of syllabus questions please
Dear Editor,
After UPSC exam, state public service commission exam is the toughest exam. Some old minded leaders and bureaucrats often say that if one wants to become a civil servant, one must know everything. But this is not a matured and logical thinking. For such exams commission prescribe syllabus and according to that syllabus aspirants prepare for the exam. And if question are set out of syllabus, it would be injustice and cheating to aspirants’ months of preparation.
Almost every year aspirants complaint that many question are set which are out of syllabus in APPSCCE ( Main) specially in Public Administration paper.
Therefore I hope that new secretary of APPSC would ensure that in upcoming APPSCCE
( main) 2013-
I also appeal to all the organization and unions not to give bandh call between 13th Sept to 20th Sept. During the last APPSCCE exam, we faced lots of problem due to bandh call given by the unions during exam time.

An open letter to the CM
Dear Editor,
Through the column of your daily, I would like to urge the chief minister of Arunachal
Pradesh to have clear cut policies for the interest of local entre-
In the papers we have seen that there exists a state industrial policy.
Every day in news paper the good deed for self employed are published but they never ask those existing local entrepreneurs what they have benefited from state govt.
Many buildings are being constructed but still our local entrepreneurs who are running steel fabrication units have not got any works, crores of money is being spent for printing works at govt. department but still today our local printing press never got govt. order, crores of funds is used for purchasing curtains in state but still our mothers and sister who are engaged in weaving sectors never got any order from govt. department for supply of cloths. Crores are being spent for procurement of furniture but local furniture unit never get order for supply of furniture at govt. Offices. There are many sectors where local people are engaged yet they do not have any advantage.
The reasons for deprivation of local entrepreneurs are many but one main reason is that some of Ministers, MLAs and officers have floated their own firms in the name of kit and kin and they engage middleman from other metropolitan cities to make money.
But in public platform our Ministers, MLAs and officers suggest youths to come forward to avail self employment opportunities, whereas when the funds is sanctioned, they change their stand completely.
I would like to tell the chief Minister of Arunachal Pradesh that if he want to see the upward swing of employment generation than he should adopt clear cut policies to safeguard local entrepreneurs and stop the direct entry of outsiders and instruct officers to give priority to local entrepreneurs.

Let the young and old go hand in hand
Dear Editor,
There are utmost genuine considerations why the state government should implement recommendations of the 6th Central Pay Commission and enhance retirement age of employees to 60 years.
First, a pay commission recommendation is not a work of one man casually jotting down in few minutes but an output of big numbered commission constituted of various experts and highly experienced people after decade long rigorous exercise.
Secondly, by enhancing retirement age to 60 years from 58 years, the government will have in their disposal service of experienced employees for additional 2 years for better wisdom and efficiency in governance. I quote an example here not from problematic and developing India but from the most advanced country in the world, USA. The average age of some of the busiest and responsible people in the globe, the members of House of Representative and Senate, the Indian equivalent of Lok Sabha and Rajya Sabha are 58 and 62 years respectively. So, at ripe age of 58 to 62 years people become law makers in USA to legislate most promising laws for that country to lead, to make it grow as the most powerful nation in the world.
Thirdly, progress, development of a state should be all inclusive for infants, growing up children and teenagers, matured and old aged people including youths and not just youth centric. Since, today’s infant and teens will be tomorrows’ adult youth and today’s youth will be tomorrows matured and old aged ones deserving dignity and welfare. Moreover, today’s matured and old aged working government’s servants are only and only investing their precious time and resources for welfare of youths, infants, retired ones and the state and nation as whole.
Fourthly, lack of employment generation and opportunities in other sector for youths besides government employments cannot be a ground for depriving the bonafide entitlements of matured and old ones. Further, in a state and a family why and how there can discrimination and segregation between youths and old ones?
In an ever growing population, all the employable population cannot be waiting for government jobs and sit idle. The state has to develop its vast potential of hydropower, horticulture, tourism, agriculture, etc to create employment opportunities for all categories of population. For just 13 Lakhs population we have huge area of 83,743 sq km. Potential for development is huge. If the potential areas are developed in inclusive, sustainable, accommodating and productive ways, our state will rather be in shortage of manpower for all categories of employment, I suppose.
In our state, potential for development, employment, etc is the most promising in comparison to other states. There is no need at all create a wedge of misunderstanding and disagreement between youths and aged ones. We can go united and create world of opportunities in this land where people from all age groups can flourish.

Address the concern before it takes ugly turn
All Dollungmukh Youth Association (DAYA) and All Dollungmukh Area Students Union (ADASU) claimed that Assam forest officials had illegally conducted eviction drive inside Arunachal territory in Dollungmukh area by damaging the paddy fields and two dwelling houses on August 6. The associations further added that Assam officials planted saplings at paddy field and warned the farmers not to uproot the saplings.
The two associations urged state government to drag the Assam forest officials to the court for punishment, so that brazen violation of status quo is stopped. Government of Arunachal and Assam should take note of this latest development. In January this year boundary clash at Tarasso area took violent turn and resulted in lost of lives. Arunachalee citizens paid heavy price as Assam based organizations imposed economic blockade against Arunachal. Economic blockade made life miserable for the citizens of Arunachal. We are not ready for another Tarasso like incident. Therefore both Assam and Arunachal government should address Dullungmukh incident seriously before it takes ugly turn.
